At the October 30 Planning & Housing Committee meeting, in response to strong resident feedback, the City of Toronto made several revisions to the Neighbourhood Retail and Services (NRS) proposal. These revisions will be voted on by Council on Nov 12th.

Neighbourhood Interiors: The proposal to allow retail conversions on interior residential streets (corner lots and areas near parks and schools) was not approved. Instead, a motion has been introduced to refer this portion back to staff for further study and consultation. Council will vote on that referral, and if approved, this proposal will likely return for a future vote.

Major Streets: This portion of the proposal is still moving forward to Council for a vote.

(Read the recommendations that are going to Council HERE)City Council votes on the revised NRS proposal on November 12 — this will be the final opportunity for residents to speak up again.

If passed, the Neighbourhood Retail and Services (NRS) proposal would allow retail and service businesses — including bars, cannabis shops, restaurants, and take-out or delivery-based businesses, with patios — to operate out of residential homes without community consultation or approval. It would also give landlords the ability to evict tenants to convert homes into commercial space.
