EHON (Expanding Housing Options in Neighbourhoods) and HAP (Housing Action Plan) Initiatives
In 2023, City Council approved an amendment to permit the building of multiplexes of up to 4 units, on single detached lots city-wide.
The following items were adopted by the City of Toronto’s Planning and Housing Committee (PHC). If approved by City Council on June 25th, they could bring big changes to Centennial, West Rouge and Highland Creek.
MULTIPLEXES (PH22.3 & PH22.4)
City Planning is recommending that multiplexes up to 6-plexes (6 units) be permitted city-wide. They also recommend that Council introduce multiplex permissions that would prevail over Chapter 900 Exceptions. These are site-specific exceptions that have been preventing multiplex developments, especially in areas of Scarborough.
AVENUES (PH22.8)
In February 2025, City Council approved the creation of new avenues and the permission to rezone and redesignate lots along avenues. Lawrence Ave and Port Union Rd were included in the list of new avenues. Rezoning and redesignation would permit the development of mid-rise buildings (6-12 storeys) along avenues, and taller buildings (12+ storeys) close to major transit hubs (such as Go stations).
City Planning is seeking approval for their Phase 2 schedule, which begins with rezoning and redesignation in Wards 9 & 11. Although our ward (25) is not targeted to begin before 2027, City Planning will use a similar consultation approach as Wards 9 and 11, which is limited. For such significant and permanent changes, public input must be robust and meaningful.
OUR OPINION
The CCRA believes that Toronto residents deserve thoughtful planning decisions that balance housing needs with neighbourhood integrity. We would like councillors to introduce amendments to these three proposals to strengthen definitions, ensure data-driven decision-making, and improve public engagement. Listening to residents and refining these policies will ensure that housing expansion is both effective and sustainable for our communities.
